I think this rule originated because some woman somewhere mismatched her navy blue blazer with black pants hoping no one would notice and (poof) rule #1 was born. OK, so do not wear a navy blazer with black pants hoping no one will notice. That would be breaking a rule. But, you can wear black with blue. Dark blue and black don't work so well together, but bright blues definitely DO work with black and should not be avoided. Let's all consider rule #1 officially broken.
